The Home Office has unveiled a new package of measures designed to improve local confidence and make neighbourhoods safer.
If effective, the policies may reduce levels of theft by ensuring that police and local services work together more effectively.
Under the proposals, anyone concerned about crime and antisocial behaviour in their neighbourhood will provided with support through initiatives such as a national police non-emergency telephone number (101), which will be in place by 2012.
Communities will also be provided with the means to negotiate and sign agreements relating to local services and safety across 12 pathfinder areas, greater backing will be given to Neighbourhood Watch schemes and youth employment in police cadet and other roles will be encouraged.
Communities secretary John Denham declared: "Local communities are at their strongest and most confident when they are given the opportunity to tackle problems themselves."
The Safe and Confident Neighbourhoods strategy forms part of the government's efforts to combat crime and anti-social behaviour.
Homeowners are advised to check their UK insurance policy to ensure they are fully covered in the event of theft as gold prices have soared in recent years.
