Call on ministers to enhance flood bill

Ministers should add further provisions to the draft flood bill in order to strengthen protection for homeowners, it has been claimed.
According to the British Insurance Brokers Association (Biba), the proposed legislation fails to cover guidance and signposting, resilient repair and social housing.
In a statement to the Department for Environment Food and Rural Affairs (Defra), the organisation called for an awareness campaign to provide consumers with information regarding where they can secure insurance for properties at risk of flooding.
Biba also suggested that the government should "maintain, review and update" all flood guidance and include a requirement in building regulations for "resilient repair" to ensure that properties are amended after an incident to prevent future flood damage.
Eric Galbraith, chief executive of the trade body, said: "The problem of flooding is not going away and the government must listen to insurance brokers who are at the sharp end helping people to rebuild their lives."
Intended to simplify and improve the effectiveness of managing risks relating to flooding and coastal erosion, the consultation period for Defra's flood and water management bill has just ended.
