The publication of the draft flood and water management bill has been welcomed by the British Insurance Brokers' Association (Biba).
Biba technical and corporate affairs executive Graeme Trudgill said a full response to the government bill was being prepared by the organisation's property committee.
He commented: "Biba will, on behalf of its members, continue to promote access to flood insurance through its expert members who have a wealth of knowledge and experience."
Biba has also welcomed the official opening of a £10 million Flood Forecasting Centre in London which will monitor river levels in England and Wales, matching the data with detailed local weather forecasts.
It is hoped that co-operation between the Met Office and the Environment Agency will help avoid the scale of fatalities and devastation that occurred during flooding in 2007.
Around 44,600 homes were flooded and 13 people were killed during the events.
