Climate change will lead to an increase in heavy downfalls of rain and the risk of flooding in the UK, the Environment Agency (EA) has claimed.
The warning came in a new strategy issued by the EA regarding the management of water usage.
In the document, the body sets out measures to help protect the country's water resources until 2050 and beyond and among the recommendations is for greater use of water meters in all homes to help reduce domestic consumption.
Recent research carried out by the BBC found that more than 127,000 homes across the east of England are situated in areas in danger of flash flooding.
Jill Boulton, technical director at JBA Consulting, commented: "Hertfordshire is most at risk because they built in areas you probably wouldn't because of population density - they've concreted over a lot of areas that were draining and now aren't."
