Drivers with unpaid fines 'could be stopped from leaving country'

Millions of motorists who have unpaid parking fines could be banned from going abroad under new government plans.
A memorandum seen by the Daily Telegraph revealed that ministers are considering whether or not to track the travel plans of people leaving the country as a way of dealing with unpaid penalties.
According to the memorandum, there are around £487 million of unpaid fines and some £300 million of outstanding confiscation orders.
The proposals have been condemned by civil rights campaign group Liberty.
Isabella Sankey, the organisation's policy director, said there are growing concerns about disproportionate administrative control when it comes to matters of personal privacy.
She commented: "Any attempt to expand passenger databases or to ban people from leaving the UK without compelling security justification would be a legal and political minefield."
Recently, it was reported that speed limits on rural roads could be cut to 50 miles per hour.
